The safest way is to stay till get your h-1 approved; otherwise, it is up to you - go or stay. Remember, most of us are not formally trained in immigration law, just personal experience. Your question is not a easy one. As to me, I would say "yes", you can go before you get h-1b approved. however, it may not be right.
