The H-1B process is not a pre-requisite for the permanent resident strategy.

See the "OFFICE OF BUSINESS LIAISON, Employer Information Bulletin 11: U.S. Employment of Canadian and Mexican Professionals under NAFTA, March 16, 2005" as following:

"Although a pending labor certification or Form I-140 naming TN alien as beneficiary is not a bar to admission, filing an application for adjustment of status may make it difficult, if not impossible, for the TN nonimmigrant to prove a bona fide nonimmigrant intent."
