You can ask both of them to apply H-1b, but you can only get one. I suggest you only accept one of them, and apply one of them. Ask both of them to apply than refuse one is not a good way, because you waste the company's money. It will hurt next Chinese who apply the position in this company definitely, and bring "unreliable" bad name to Chinese in future.
