H1B 延期service center

H1B 延期申请递出去后，收到律师的 receipt number ，上网发现我的材料在california service center，而不是nebraska service center，而我住在kansas。请问这正常吗？去年找了个总部在加州的工作，california service center给批了h1b ，后来又决定不去了，并要新公司给cancel了。
难道这是原因？
