you can apply part time H-1B as long as your have over 20 hours (including 20) commitment with prevailing wages. However, since you are not currently on H-1B, you won't be able to start your H-1B until this Oct. 1st. even it's a part time. except your H-1B is sponsored by educational or federal government inst.
