There is always a lot of rumor around immigration, and the above is one of them. It might be a possible proposal (I am not even sure if it has been proposed), but it has never been materialized (finalized). If the above change is true, there should be very specific information around it, for instance, when exactly that will take place. The source of the information should be USCIS news release or other documents, and a copy of the document should be available at USCIS's official website (uscis.gov).

Of course, some less important or 'smaller' topics of immigration have not been clearly defined, but not for big things like the one you have asked.
