在美合法地工作 needs OPT-based EAD, H1B or 485-based EAD, or EAD under other categories if you are eligible.
And right now, all china-born EB2/EB3 (including schedual A, PT) are subject to wait for visa number. You can ask your employer to start PERM immediately, and work in OPT now, and in April, file H1 with a start date the same day OPT expires. Until you can get c9 EAD.
