大家帮我看看有关申请H1B工资的问题

大家好，我在一个学校里面找了一个staff的工作。要申请H1B

但是我有点担心我的工资不能达到要求。

在department of labor上面有两个选折的datasource

1.7/2006-6/2007 All industries Database

2.7/2006-6/2007 ACWIA-Higher Education Database.

选第２个的要求工资比第一个要少很多。

我想请问，什么样的情况下面可以选第２个？

我在一个公立学校里面作staff可以选吗？谢谢。
