H1B waited for 4 months!!??

I filed H1B application late July, and still have not heard from immigration service. Is this normal???

I plan to go to China for winter vacation, currently holding F1, in OPT. If I still don't get my H1B in December, when I go for visa interview, is this going to be a problem??
