请问H1B Transfer费用要多少，太贵了

新公司不管出钱，结果需要付钱，太多了：
1、申请费 190
2、美国工人培训费 1500
3、假案调查费 500
4、加急费 1000

律师还要1500

加一块是4690，大家办都是这么多吗？太贵了，Transfer不起啊！！！
