h1b must back china within 1yr

I heard from an indian guy that all indian h1b holders transferred from f1 without leaving US have to go back india within 1 year to get their possport h1b stamped. does this policy apply to chinese? If so, that would be a headache going back to china to pass a h1b visa interview.
