You can transfer now.
You can only work for one employer at a time, so during the transfer pending, you can 1. work for old employer until transfer approval, 2. start working for new employer 3. stop working until approval(2 and 3 both invalidate the I-797 with old employer because you violate H1 with old employer and make you connected with only the new employer's pending petition)
