紧急求助, 我爱人H1B申请问题

我爱人原来是从事计算机工作,来美国后就一直做志愿者工作学习生物实验技术, 好不容易盼着有了希望,老板愿意提供H1 B,JIUJING久经周折,终于将材料送到留学生办公室,结果今天收到一份信"I should also point out a highly problematic issue with the history of the beneficiary that would come into play if the position the University has created were changed to one that meets H-1B requirements: Based on the record before us, all relevant experience was gained as a volunteer while the beneficiary was in H-4 status. Having been in a volunteer position is not considered a valid credential for qualifying for a specialty occupation, and the fact that the activity took place while she was in H-4 status may raise questions as well"
我爱人申请的位置是实验室计算员,为了有一定把握,老板增加了好多需要计算机工作的描述, 可是还是不给办,其实送到移民局至少是50%.

我们现在不知道该怎么办? 几年了盼着有个工作,今天却是这样一个结果,
真是不知办? 还请大家能给个主意.
