Yes, it is possible to get it this year, You already used a quota with old H1b, so you don't need any quota any more. you can file anytime of the year and start working right after approval.

Just file h1 ASAP with premium processing,it usually takes less than 15 business days for premium processing, unless they ask for additional materials.
