I think you may hard to get H-1B Visa before the status be effective.

usually, people when applying H-1B Visa at China US consulate or when reentrying the U.S at airport USCIS office, he/she need to show most recent pay stub (at least two pay) and the company letter issued by HR specifys the persion's job position, job duty, salary and employee date etc, but you cannot get the letter before you starting work at the company, I think.
