Surrender current I-94 if leaving out of North America countries.

If your H1B pending is H1B extension, it's fine. If it is a COS to H1, COS is considered canceled when you leave US. Even if you get COS approval after you return, that H1 I-94 comes with approval is invalid under the law. Your H1 status can only start after you re-enter yet again with h1 visa stamp. So if it is COS, 1 leave after approval or 2 wait abroad for approval and get H1 visa abroad. or 3. enter with AP this time and leave again to get H1 visa and return again.
