1. If premium process, approval from USA will mail in January, and you can then contact US consulate in Japan for visa interview detail. If no premium, and use regular petition, you might need next year quota, starting Oct 1,2004. So you have to wait 9 more months to have a chance for visa interview.
2. It depends on the policy of US embassy in Tokyo. Remember, Japanese tourists don't need US visa to enter USA, so only few persons that do need a visa will go to the US embassy.
