Could I apply for H1B before I get the advanced degree?

I will graduate in December. Now I have found a job and OPT will start from September. Could I start applying H1B visa before the graduation? (I do not have MS degree in US). The reason of doing this is because I do not want to have a gap between OPT and H1B in the next year.
