About H1B visa transfer

I am currently working with H1B visa in California. Because of the finaicial problem, all the employees in our company got 25% pay cut, which put my salary quite below prevailing wage. I took offer from another copmany and am preparing for the visa transfer. My problem is - how is the wage reduced paycheck going to impact my visa transfer? How What is the chance that INS denies my visa transfer petition? Any one who has been through similor process wants to comment? How tolerant is INS to pay cut?
