cancel H1B的申请，能拿回$500 anti-fraud fees and $1500 coporate

H1B transer 已经file并收到receipt notice。
现在还可以cancel H1B的申请吗?如果cancel 的话，能拿回$500 anti-fraud fees and $1500 coporate training fees 吗?
