H1B回国签证问题

我持H1B（到2007年到期），同时，我已经提交140表近1年。
请问，我近期想回国探亲，需要在上海重新签证，我在签证申请表“是否曾申请移民”中应该填“是”还是“否”？
还有，是不是会影响到签证成败（万一回不来就惨了）？
