1. if H1 extension duly, timely filed, yes.
2. New company has to file H1B transfer and USCIS has to receive it before you can switch job.
3. Still can file I-129.
4. Company is free to file I-129 anytime, but you cannot choose COS in US, and must reenter with H1B visa out of US.
