Can I apply new H1b visa in US consualte in Canada ?

I have H1b for the past 4 years. and left US to Canada 2 month ago.

Now my old company is willing to hire me bak on H1b, Can I get a new H1b visa in Canada ? How long it's going to take ? will they approve/deny on the spot or they have to check it first ? (I mean usually)

I already have an oppointment next week.
