H1B学历证明一定要WES的才可以吗

我老婆在H1B换雇主，我在申请H4转H1B 。Request package 里面都提到If your degree was awarded by an educational institution outside of the United States, it is strongly recommended that you submit a professional credential evaluation stating the U.S. equivalent of your degree. One organization which will do this is World Education Services.
请问最近办过的朋友，是不是一定要这个WES认证才行，这样的话，中国的公证处和大使馆不是要部分下岗了吗？
