Help: H1-B transfer

Currently hold H1-B which I applied using BS degree (PhD was still in process but expected to be completed soon since I applied for OPT and got approved). However, since then there is much delay about graduation and I cannot get my PhD until coming August. Now I got a new offer from a different company which requireds BS, MS, or PhD degree. My question is: 1) is there any problem about H1-B transferring? 2) in case that transferring gets turned down, will it jeopardize m current status? 3) or to be safe, don't make transfer until I got my degree?
