How long to receive H1-B receipt from USCIS?

Attorney submitted the petition a week ago and still doesn't get the receipt, but told me I could still start working for the new employer as long as at the time of submission I was in valid working status.

And just be curious, did it happen before, that USCIS denied the petition even though a receipt was issued.
