Need your help on H1B transfer

Hi everyone,

It would be very helpful if you can give me some pointers on my H1B transfer. I am currently transfering my H1b, but I am a little bit confused by one sentence in the application form asking you to clarify if you have any "communicable disease of public health significance". I am a Hepatitus B carrier. I don't know if that counts as "communicabl disease of public health significance". Can anyone help me? Thanks so much!!
