H1b transfer question

Hi,

My attorney said that once USCIS received it, I can start to work for the new employer. So there's no need to wait for the receipt because the date of the receipt is the date USCIS receive the application. For example, I send the application today by fedex overnight and USCIS receives it the second day and I can start to work the third day legally. Is that true? Thanks.
