Of course, you can apply for Green Card when you hold TN, but there are some problems. GC application is a time consuming process. If your I-140 could not be approved in 1 year, or you could not submit you 1-485 in 1 year, you would get in a trouble when you wanted to renew your TN. Presuming that TN is a temporally working visa for Canadian, the immigration officer could deny your new TN application. So, the safe way is to take an H visa. It is very convenient to leave and come back to US, because H visa for Canadian is issued on border.
