Beijing H1B question (图)

My case: Haven't been back for 6 years. H1B since Oct. 1st 2004, before that was F1 since 1999 (have switched major). RIR pending Big company, job is not sensitive. My question; Is it too risky to apply for H1B visa in Beijing? Or is it better for me to go to Canada for the visa? RIR pending, does this mean I have already applied Green Card? Should I indicate that in form 156? Thank you very much.
