H1b can only be filed by employers and as such only employers have the right to terminate or withdraw the petition.

However, I don't think you need to worry too much. They can file transfer all they want, but if you don't go, then your current H1b should still be valid. To be sure, you should try consulting with lawyers or call the INS for help.
