non-profit => profit H1B trans

About H1B transfer from non-profit to profit, there are two views on this forum:

1. You can start work for profit employee after you receive H1B transfer receipt.
2. You can start work for profit employee after you H1B transfer is approved.

The arguments from both sides seem logical. However, could either side cite some regulation to support your view?
