america, and just started my opt, so wondering what time is the best for me to apply for h1b.

The HR told me that the company sponsor for the h1b, but does not sponsor for the green card, but I know one of my coworkers is applying for green card and he said the company sponsored... he said he just submitted the application 3 weeks ago, so I don't know--what's going on..?? shouldn't the company have a clear policy on that?
