help for h1b visa

I am holding h1b and planing to go back China as soon as possible for urgent issue. I asked the question yesterday. One friend shared his/her exprience saying there is no problem and easier to get h1b visa in Beijing than in Vancouver.
Is that a problem that i was rejected in 1998 when i first time enter USA? My case is that, I was rejected in Beijing in 1998, but I got approved in Shanghai, and then I came to USA and completed my master degree in USA and worked 5 years here. I changed from one big company to a small company within 5 years work period. I went back to China in 2002 when I worked for the big company and I got my H1b visa in Vancouver. The small company I am working for now does not have a legal department, they hire another legal company to do all of legal issue, such as h1b application and gc, I am still in the PERM period and submited in mid June.
