德国的校车也都是有 Schulbusservice 来负责，中国校车就应该由国家买单么？

德国的校车也都是有 Schulbusservice 来负责，家长负责少量的费用，一般情况下，可以使用公共月票乘公共汽车，有学生便宜一半的票子，中国校车就应该由国家买单么？
