Not exactly, CMDR score is calculated this way:

Raw Cmdr score: at any time during the game, if any member of the team except Cmdr himself in the game gains 1 COMBAT point (i.e., kill an enemy), the Cmdr will gain 1/(total # of the team members). For example, if you are cmding and your side has 26 ppls fighting when one of your teammate killed one enemy tank with a MGgunner on top (i.e., 2 kills, driver + gunner), he would gain 4 COMBAT points, and thus you will gain 4/26 points. Team members any TEAM points will NOT add to cmdr raw points.

The cmdr himself may fight (although we all hate this), and gain points (I am not exactly sure about how this part is calculated, but the website text says, the "personal contribution will be added to the cmdr score in the grand total at the end of the game"). It does seem like if you gain any positive points, it does not show up directly in your score board (i.e., if you put a claymore and kill 3 enemies at the same time, your score does not change). However, if you have any TKs (except for using artillery, artillery has NO tks, that is the new rule.), the negative impact (just as usual, -4 for killing, -2 for damaging) will show up immediately. This includes claymore and mines. (if server turns them on).

Your grand total of raw score is calculated at the end of the game by summing up these two parts above.

If your team wins, then as a cmdr you win a big bonus: your final score will be your raw total x 2.
The losing cmdr will not get this bonus.
