You did not apply for FA, you might have no an alternative due to the E D agreement. If you applied for FA, you may ask for FA with documents needed. If Penn could not provide FA for you, Penn will release your ED agreement. You are free to apply for other schools. It is not a complicated issue. Penn will follow the rules. Good luck.

P.S. there is no merit based scholarships in Penn. Penn is generous in need based FA.
