USAR vs. MP, whch one is more strategically important to US?

While both may be important, but 

1. MP is more focused on light rare earth;

2. USAR's Texas deposit is in  rich of  heavey rare earth. 

3. No wander, MP get 400 millions while USA get 1.6 billion from US
