what if he put tariff in to soverignt fund and investing

This afternoon, one thought come to my mind.

 

1. Does anybody remember his soverignt fund?

2. What if he decide to put tariff income into it?

3. And buying US stocks?

4. Just announce the intention will stop market from steep declining.
