This is what I received from their reply. What do you think?

Cosmos Fund will acquire SpaceX exposure at a price the Manager believes to be reasonable after the offering closes.  In the event the Manager is unable to find SpaceX at a price it believes to be reasonable then Cosmos Fund will return money to investors.
