Waymo relies heavies on LIDAR and highDef 3D map of the routes. It makes Waymo very safe but cost, at this time, is high due to hardware requirement, and scaling is not easy, due to the need to have very accurate HiDef 3D map.

Let's see if Tesla can make breakthrough based mainly on vision led technology.
