I use scottrade. There is a button under trade.

Click "pre/after market" button and you can submit your trade orders. Pre-market is 6:00 am - 9:28 am and after market is 4:02 pm - 8:00 pm. However, They have to be limit orders. However, I don't know about Vanguard Account Trade. You can give them a call.
