1. QE is a monetary tool, not a fiscal tool; central bank tool = monetary tool; treasury tool = fiscal tool;

2. QE helps the federal finance as well as big money; but I will not dwell too much on this point;

3. QE is effective when debt level is low, it is counterproductive when debt level is high; I did not make up the 61% FED purchase of bond, will try to find the source, I think it's the FED itself.
