请问：housing voucher低于租金，tenant愿意自己补齐并公证，可以吗？

查了一下，好像大多housing program都不允许这样私下补齐。

It can jeopardize both the tenant’s and landlord’s standing with the housing authority.

是这样的吗？第一次考虑这样的租客，今年真是太难租了。
