请中国师傅换新空调8千刀，需要向county申请 permit，做Inspection吗？county 要求如下

    Even if the cost is under $20,000, a permit is needed if the replacement involves adding or changing the design of load-bearing structures, or the plumbing, heating, air conditioning, or electrical systems. 
    我的新空调价钱没到2万，师傅在原来水泥座上放了新室外机，但不知道有无其他"changing the design of loading-bearing structure",是否需要county inspection? 谢谢
