求教: 南加州一公寓房，隔壁房失火，同排房都没有utility, 有很大烟味，房客没有renter insurance

请教，我有责任和义务给他安排住处如hotel等？房客提出安排临时住处或其他住房支持。

不是我的房失火，但目前没有utility，不方便。我已经答应事后给他换地毯, 并且他可以提前终止合约...
