租户说发现房子里有老鼠, 请了pest control 做了检查, 并给了treatment plan.  费用包括两部分：

1. 放trap 并seal rat entries

2. 换attic insulation.

我现在犹豫的是：

1. 放trap and seal entry沒有问题, 但有必要做insulation吗？ 

2. 房子是独立屋， 租房条约上pest control 包括rat 是租户的责任。 这种情况可以要求租户付一部分费用吗？
