老房子换 electric panel和attic里的knob and tube wiring，必须要permit吗？

新地主，买了一个老房子准备出租，需要做一些update： change electric panel, replace knob and tube wiring in the attic, replace frayed wiring above the meter, add grounding ( cold water bond), etc. 现在纠结要不要申请permit。如果申请permit, 花费翻倍，要上万了, 远超我的预算；如果不申请permit, 又怕万一房子发生意外，保险公司会不赔。如果近十年不打算卖房，是不是可以不申请permit，找electrician做一下就行了？恳请老地主们给建议，非常感谢！
