但是我查了一下，每个移民局服务中心审理兄弟姐妹移民的I-130速度不一样，而且差别很大。例如在加州移民服务中心刚刚审理到2011年6月22日，佛蒙特移民服务中心审理到2011年10月31日，但是内布拉斯加服务中心和德克萨斯服务中审理的速度却很快，分别是5个月和10个月左右的时间。

So, it seems most the cases are processed in VSC or CSC. So, you may just file I-130 now and see how lucky you are. It does not hurt you to do it as soon as possible (you only need to pay the I-130 fee now), even if your brother gives up immigration to US in the future.
