我是公民，但是F4亲属移民需要10多年，可以不可以让他先探亲过来，我帮他叫移民申请，他黑下来慢慢等排期？

他有本科和硕士文凭，但是现在工作这么难找，找工作H1b过来很难；年龄大了，也不想再读书维持身份了。
